Preparation
Marinade: Stem and seed the chiles before sectioning into 2" strips. Heat the oil in a medium skillet over high heat. Add the chilis to teh warming oil and toast until the begin to change color. Remove chiles and oil to a small bowl and cover with 1 cup of hot water to soak the chiles for 30 minutes. Blend mixture in blender or food processor with remaining ingredients until smooth.
Bag marinde chicken for about 2 hours before discarding marinade and grilling over direct medium heat until chicken is cooked through, 16-18 minutes.
